County officials honored
(December 03, 2004) Supervisor, attorney and controller cited for work
Three Santa Clara County officials were honored by the California State Association of Counties for their work on issues benefiting all residents within county lines, county spokesperson Gwen Mitchell reported.
Supervisor Jim Beall received a Circle of Service Award for his work as chairperson of the state Health and Human Services Medi-Cal committee, leading the way in developing new policies and proposals to the Medi-Cal system.
Beall has received three such awards, garnering honors in 2002 for his leadership in a statewide budget task force and in 1999 for his work in welfare reform, according to Mitchell.
"I am pleased to receive this award,'' Beall said in a written statement. "As local elected officials, we need to fight for a voice at the table in Sacramento when decisions are made affecting the services we deliver.''
County Counsel Ann Ravel and Controller-Treasurer Dave Elledge received awards for their efforts in shaping financial policies that protected local government revenues during tough budget times, according to Mitchell.
Ravel was honored for her leadership in the County Counsels Cost Shift Committee.
Mitchell said the committee was responsible for crafting the legislative proposals that restored the Vehicle License Fee and the language for the Constitutional amendment that protects local government property taxes from the State Proposition 1A.
Elledge was recognized for his work with the Statewide Auditor-Controllers Working Group, which addressed the technical provisions and implementation of Proposition 1A.
Proposition 1A grants local governments long-term fiscal protection and stability by preventing the state from allocating local government property tax revenues, according to Mitchell.
