Rail bill has ups, downs for city

It may not look quite like what voters envisioned when they approved Proposition 1A in 2008, but despite business plans that first predicted costs near $100 billion and then subsided to $68 billion, the state's high-speed rail project cruised past endless hurdles to win a crucial vote in the state Senate last week.
