Shopping Carts Everywhere!

Has anyone noticed how many abandoned shopping carts there are in Mountain View? I am really surprised the city doesn't do a better job of curbing this activity. The act of taking them could be considered theft, but the companies who let them disappear also should share the blame. Does anyone else out there care as much about this as I do? I've called the city's Shopping Cart Abatement Program hotline a few times, but it is only reactive and non-deterring.
