I think there is a bit of a problem with how CCs are implementing the almost half century Master Plan For Higher Education. Why do post-BA or MA or other professional degree holders get the same access to classes {or their own hobby classes] when youngsters just out of high school have to compete for resources?

I'd say - let the young and 'un-degreed' get their chance first. Basic English, math and history classes (or terminal AA vocational programs) at the entering college level really deserve first priority. If you want to take a second career, or hobby class, expect to pay much more - and wait your turn. No free or reduced-cost "second helpings".
