"country residents" or "county residents"?

County, while that can include the incorporated areas such as cities, it sounds like he was out in the boonies/unincorporated areas which would be the country. CHP patrol the roads out there, and Sherrifs department do the regular/routine police calls. Either one would be easier to impersonate then a regular city cop.

I wonder if the various police departments have compared notes to see if this guy was the same one with a police radio showing up in sight of San Mateo area police traffic stops, making false dispatch calls, and also taunting the police over their frequencies?
