What will the board have to say for itself now or will they just wait until the next round of layoff letters go out? Kenny Boy is probably lining up the people to blame for this trainwreck who are no longer here or were here before him or the consultants or anyone else but himself.

In some countries, when the leadership has let the organization down they do the honorable thing to themselves rather than having the staff suffer from their incompetence. I don't think that freezing a salary which is higher than the president of the United States, the governor of California and other top officials combined is exactly honorable.
