As a young man growing up in Mountain View, Kevin Duggan was quite familiar with the pig farm and landfill that covered most of the city's northern shoreline.

And he was the highest paid City Manager around and will retire with an absurdly high retirement package that taxpayers will have to foot the bill for years to come.
