Social Services office stays open, for now

A new owner has other plans for a conveniently located downtown building housing a free health clinic and a county social services agency that serves the poor in North County. Losing the local site could send struggling residents to San Jose to obtain much-needed services.

What does this sentence mean: "Fairfield vice president Ed McCoy said Fairfield backed away from building ground floor retail in the project, which council member Margaret Abe-Koga opposed, noting that residents wanted mixed use on Moffett Boulevard in general plan update meetings."

They backed away from retail, noting that residents wanted mixed use?
Abe-Koga opposed retail, noting that residents wanted mixed use?
They backed away from retail, noting that residents wanted mixed use, and Abe-Koga opposed the backing away?

Why did Margaret Abe-Koga oppose retail? I thought that the goal was to integrate more with Castro Street.

This article is a little confusing, however I believe that the point is that this particular development doesn't need to be mixed use, however residents want the overall Moffett Boulevard area to be mixed use, which could include residential developments as well as retail-only property to co-exist.
