"In each case, it may not have been entirely the driver's fault"
Without offering any evidence suggesting it was in any case even partly the driver's fault. Wow, does that ever fail the good journalism test.

If the crosswalks are hard for car drivers to see, then make them easier to see! Remove car parking for 20 yards on each side of the crosswalk. Post school zone signs around the school to encourage drivers to slow down and pay attention. Install extra bright street lights near the crosswalk (especially during the winter when kids are walking to school in the dark).

If all the kids were hit in the same 2 crosswalk, why doesn't the school post crossing guards there?
