My child has been in daycare, jr. preschool, preschool since she was 6 months old. She has a birthday that falls near these cut off dates. There is no reason she should not be able to start school just before she turns 5, she is socially ready. The districts need to evaluate each child on an individual basis. But who am I kidding this is about money not about what's best for the children.
