Well, since criminals are far more likely to be citizens or permanent residents, I'd hazard that (a) "yes", we're paying for his hospital expenses, and (b) "maybe", given that your average day worker is likely to at working class income or below, which is correlated with higher rates of criminality.
I presume that neither of these were veiled references to immigration status. Surely not.

Also, at risk of injecting fact into what surely would otherwise be a dialogue full of innuendo and baseless assertions, I point to one of many studies that demonstrate that crime and incarceration rates are lowest among immigrants - legal or otherwise.
