I'm surely not happy with switching to a facility that charges to drop off an unwanted animal. They just guaranteed that there are going to be a lot of animals dumped on the side of the road.

There are too many poor and uncaring people who have to give up their pets and cannot or will not pay anything to get rid of them. Bad form, Santa Clara!

If no money is saved then we should have helped keeping the local facility open.

Lots of animals at the Palo Alto shelter are given up by pet owners who had to move and could not take their pet with them. That sounds like someone moving "down" into an apartment, not "up" into a single-family home. People who have to move to less costly housing are probably not going to be willing or able to pay $150 to give up their pet.

The council gave the farm away with generous pensions. Now the animals will have to pay for it as well. The council is just that desperate to cut back on everything so they can continue to pay guys like Duggan.
