Number one, you're assuming the plate was visible. The article didn't say whether the plate was covered or if it had paper plates, etc., or that there even was a plate. Number two, I would think a mom pushing her baby would be stunned by someone waving their junk and might not be of sound mind and look at the plate. And with the Voice's Nobel Peace Prize reporting, maybe she did write it down and the Voice just forgot to tell us. The possibilities are endless.

It is unacceptable that this man was doing this in a public place even though his car is a private domain. But it seems to me the woman had a good look at what this man was doing. Now I don't know why she would bother to look to look that deep inside. I never look at anyone sitting inside their car especially that much deep inside to see if someone's pants was down unless she stood very close to the car door. Anyways, this man needs to be punished for nasty and indecent behavior.
