Cuesta Annex cut from flood project

A Permanente Creek flood protection project was approved Nov. 20 by the Santa Clara Valley Water District without the controversial Cuesta Annex flood detention basin, though board members didn't completely shut the door on the possibility that it might one day be built.

What is the definition of flood? SCVWD says it's a flood if there is any water at all, even if it isn't higher than the curb or the crown of the street. FEMA's standard is more rigorous.

Patrick Kwok used to be MV's rep on the board but Brian Schmidt is now our rep after redistricting.

Neither. "The latest proposal uses all of the project's $40 million budget. The Annex basin would have cost an additional $6 million"
