City Council Benefits

I heard on the radio this morning that City Council Members in a small town in the Sacramento receive retirement benefits. I know in Palo Alto the council members receive free medical. What does the benefits are members of the Mountain View City Council entitled to??? Maybe this is the reason they have been so slow to address the cities looming debt??
