With US AID we build schools in Central America. The problem is, that we just build schools. Many times there is no teacher or supplies to fill the school with. That's when the hard work really begins. But is this really the responsibility of the US? It starts with schools and the next thing you know we are trying to change the host country's national policies. I guess we are still all for strategically engaging other countries and nation building despite the lessons of the last eleven years.
