This Saturday morning the City Council will be asking residents what they would like in a new city manager, who will replace Kevin Duggan when he retires April 2 after 20 years on the job.

I want a city manager who is putting MV residents before city employees
and introduce some level of accountability of city employees for the work they perform.
Introducing notions such a pay for performance and customer satisfaction metrics and of course cost control would be extremely helpful

This is a mere formality, to provide the council cover so they can rehire Duggan. Most of the staff want Duggan to return and provide enough time so that they can hire the current asst manager. She is not applying and needs more time in the city before the council will appoint her as the permanent city manager.

So it sounds like Duggan will retire and then be declared "irreplaceable" and on April 3rd be back double-dipping. April 2nd is just around the corner and the City is dragging it's feet. Who wants to bet me Duggan will not be double-dipping the day after retirement just like the last two high paid administrators did last year. Afterall, he and they are the ones that wrote the rules allowing for this trick.
