How can they keep teachers who aren't properly credentialed? With all the qualified teachers looking for jobs, it doesn't make any sense.

Great link. Here's what I found when I queried the head of the math department at Whisman's Graham middle school. If you look at the bottom you will see the only credential, an emergency substitute credential, is only good for 30 days of instruction!?! And then what happens? And the district has gone on record as saying there is a problem with math at the middle school level. It doesn't get much worse than this! This is as good as we can do!?! And here we are in the middle of Silicon Valley, the high-tech math-based center of the world!?!
Emergency 30-Day Substitute Teaching Permit
This permit authorizes the holder to serve as a substitute teacher for not more than thirty days for any one teacher during a school year in grades twelve and below, including preschool, and in classes organized primarily for adults. The holder may serve on this permit in any county in which the document is registered provided the employing agency has a statement of need on file for the school year.
To renew this permit, the holder needs to submit an application and fee through his or her employing school district or county office of education, or directly to the Commission.

It looks like the school district is operating along the lines of the Day Worker Center!
