Excuse me - 10% pay increase??

I'm making the same as I did 3 years ago, and paying lots more for health insurance. How is it that city services get large pay increases while taxpayers are still hurting?

"We'll get more for less dollars"
"Rate increases are expected next year"
Somebody has to explain this to me.
