Elaine Alquist, California State Assembly representative for District 22 _ which includes Mountain View _ has moved her district office out of the district.

Alquist's former district headquarters in Santa Clara was within district boundary lines, but her new office is in downtown San Jose, an area she does not represent.

Terry Leveille, Alquist's chief of staff, said moving an office outside the district is "not uncommon. As a matter of fact, she's probably spending more time than ever down in her district."

The new office is only a few miles outside Alquist's district, which includes Mountain View, Sunnyvale, Santa Clara, and sections of San Jose, Palo Alto, Los Altos, Cupertino, Saratoga and Campbell.

Leveille said the move is saving money, since the new office is in a state-owned building, the Alfred E. Alquist State Building. The building is named for Alquist's husband, a retired state senator.

Alquist was not available for comment before press time.

"Often, it's because of rent costs," that politicians move offices outside their districts, said Democratic pollster Doug Winslow, whose clients include Alquist. "I would see it as justifiable."

Winslow said that Assembly representatives benefit from working out of centralized locations such as state buildings not only because it's more cost-effective, but because there's "so much organization" and "so many services."

Alquist's term concludes next year and term limits preclude her from running for re-election. Alquist has publicly endorsed Democrat Rod Diridon, Jr., Santa Clara City Council member, to succeed her. Diridon will run in the March primary against Mountain View City Council members Sally Lieber and Rosemary Stasek.

Alquist herself plans to run for the State Senate in new senate district 13 in 2004.
