TIMELINE OF EL CAMINO HOSPITAL
1956: Election approves formation of a special independent hospital district; a $7.3 million bond issue is approved.
1961: El Camino Hospital opens.
1961-1982: Hospital district operates as an enterprise district (receives most of its revenue by charging for services, all operating expenses are funded by non-tax revenue, competes with other nonprofit and for-profit corporations) and is subject to the Brown and Public Records acts; the district was not required to file IRS Form 990 because government entities are never required to file tax returns.
1980s: Exceptions to the Brown and Public Records acts are adopted to mitigate the competitive disadvantage enterprise districts encountered by being forced to divulge "trade secrets" and other information.
1982-1990: Reorganization separates the district and hospital boards; the Brown and Public Records acts apply to the district board, but not to the hospital board.
1991-1997: The hospital (known then as Camino Healthcare) incorporated as a 501(c)(3) nonprofit public benefit corporation and the district transferred assets, liabilities and leased land to the hospital. The hospital operated independently of the district and was not subject to the Brown or Public Records acts, but was required to file IRS Form 990.
1997-present: The hospital returns to district control, with the district serving as the sole voting entity. The hospital voluntarily complies with the Brown and Public Records acts, but is exempt from filing IRS Form 990 due to its relationship with the district.
