Police see dip in gang crime

Despite two murders in February involving gang members, police say gang-related crime in Mountain View has actually been on a slow and steady decrease since 2005, likely thanks to the efforts of a special unit within the department.

"There were 148 such crimes in 2007, and 105 in 2006" would indicate an increase not a decrease. No? Or am I missing something?
When these characters start murdering I wonder the wisdom of claiming to be having an effect on their crimes when in fact - if the reader gets all the way through to the very end - their criminal activities are on the rise.
