Big war chests discouraged for council candidates

Candidates in this year's City Council election be warned: Go above the voluntary spending limit of $19,000 and many in Mountain View won't like you for it.

Anyone on the council who is running for re-election should have recused themself from this discussion! Incumbants have a ludicrous advantage in council elections. If they have any interest in fair elections, they'd offer a lower spending cap for incumbants!
