Council OKs flood basin concept for McKelvey

Though they took issue with several design details, City Council members approved a conceptual plan Tuesday for turning McKelvey Park into a 15-foot-deep flood basin, including new baseball fields and a playground paid for by the Santa Clara Valley Water District.

Could someone explain what protection ( really ) this catch basin would provide in a '100 year flood' ? Has the Santa Clara Valley Water District provided the details of the engineering study of the project and its' effectiveness or is this another way for them to spend the excessive amount of money they receive?
The improvements seem to be directed more towards the parents than for the kids playing baseball, i.e., "...including new snack shacks with garbage disposals in the sinks, batting cages, bleachers, even WiFi throughout the facility."
