It reads like "black" and "African American" are 2 different categories/groups.

Tom- the freedom to walk and live in plain sight as an INNOCENT person without worry of law enforcement approaching without just cause must be a comforting feeling. The protections against the abuse from law enforcement protect us all.

I think African American refers to the many white South Africans living in Mountain View.
The census is so racist to begin with.
