Council gives commission a bit more power

Thanks to a City Council decision Tuesday night, the Environmental Planning Commission's relatively small role in city government grew a bit bigger, but not as big as commissioners had hoped.

This is simply a case of centralized control vs, delegation. City Council wants 100% control.
