Is City Council Owned by the Developers?

Every time a rental development project comes before City Council it wins by a 5-2 vote., with Jac Siegel and John McAllister being the “No” votes. Either all of the projects are perfect as presented by the developers and Jac and John are wrong, or the other five have been bought off by the Developers.
