"San Francisco's ballot measure to drain and restore the Hetch Hetchy Reservoir, which provides the city with its water, was defeated this past Election Day."

It's seven dams (there are four Klamath River dams). The reservoirs are filled with sediment, the dams are no longer useful for water supply.
