Police arrested a man on suspicion of being drunk in public in the parking lot behind a Castro Street bar, about an hour before last call for St. Patrick’s Day libations.
The man had a bloody nose when officers came across him at about 12:30 a.m. on March 18, while investigating a report of a fight, according to Sgt. Saul Jaeger, public information officer for the Mountain View Police Department. The man told police he had been beaten up “by unknown subjects for unknown reasons,” Jaeger said.
He was unsteady on his feet and showed other signs of intoxication, Jaeger said.
Jaeger said police attempted to find a friend of the man — someone who might be able to take care of him, because he was “unable to care for himself.” They couldn’t find anyone to help him, however.
The man, identified as 24-year-old East Palo Alto resident Elvin Posada, was booked into jail on a charge of public drunkenness.

People often do not stay with city limits, whether it be for work or leisure. Mountain View businesses host a variety of customers from all over, including the occasional thirsty East Palo Altan.
And believe it or not, there are people who don’t live in San Francisco who go there for food, drink, and other activities.

It’s not something mandated by a legislative body.
People are free to cross city limits. Leaving a county or state would be prohibited if a court ordered restricted movement, typically in the case of convicted felons of violent crimes, or perhaps a crime suspect with a high risk of fleeing.
Otherwise, there are no restrictions to move around freely between cities, counties or states.
It sounds like you don’t get out much. You should venture out someday: Sunnyvale, Los Altos, Palo Alto.
Of course, you are welcome to hire a law firm to research the matter to your full satisfaction.
