The best solution here is to LIMIT the amount of new office space so we don't have 15K more people trying to live in/near Mountain View. Then use that potential office space for new housing, especially north of Bayshore that is already near lots of current jobs.

Fewer new offices and more new housing near existing jobs will help make housing and rent more affordable, and will help prevent further traffic and parking problems.
