Rengstorff and Central - traffic lights flashing red

These lights were flashing red this afternoon. There was one man with a flag who seemed to only act if the Caltrain gates were down. This was so dangerous, with pedestrians trying to cross also.

No idea what the problem was, but treating this intersection as a four way stop with all the problems of the trains and the addition of pedestrians made this hell.

I sincerely hope there were no accidents here today, as far as I could see, there was one waiting to happen.
