How about they eliminate "negativity between board members" altogether and conduct all votes in secret?

California Government Code 54953:
(c) (1) No legislative body shall take action by secret ballot, whether preliminary or final.
(2) The legislative body of a local agency shall publicly report any action taken and the vote or abstention on that action of each member present for the action.

There is something fishy about this board. It is the same board that, following a condemning popular vote by taxpayers, chose to ignore the people and fight it in court.

The point of having a secret vote is to get another person on the board who will support selling the hospital to Sutter. That's the story the Voice needs to cover. The "merger" with Sutter has been in the works for months. El Camino switched its AR (accounts receivable, billings) systems to the same vendor Sutter uses. That's the most important thing in a takeover -- keep the cash rolling in. The next step is to sell this takeover to the public -- and avoid any discussion of the Camino Medical Group's disastrous takeover of the hospital a decade ago. They need a board that will sell this takeover, and that's why this vote was done in secret.
Keep in mind that this is supposed to be a public hospital, which received property tax money. Not a hospital run by an unaccountable corporation.

Mr. Zoglin is about to get himself UN-elected as in "recalled". He is an elected public official, and as such, owes the citizenry open and honest business dealings, which would imply that he actually has personal ethics which I find hard to believe. Mr. Zoglin should go back to selling used cars (no offense intended to used car salesmen). Then he can be as secretive and arrogant as he wants to be.

get rid of the whole bunch. They have repeatedly demonstrated that they are not competent to operate the hospital within legal and ethical perameters.
Unethical secret votes, excessive charges to patients and insurance companies and writing off loans to doctors are examples.
