Palo Alto plans to sell annual passes for Foothills Nature Preserve entry

After moving to dramatically curtail access to Foothills Park last month, Palo Alto officially agreed on Monday to further revise entry rules and allow free entry to local students, veterans and visitors with disabilities.

"To underscore the preserve's sensitive habitat, the council also approved on Monday the renaming of Foothills Park to the Foothills Nature Preserve"
I would like to know which part of the Peninsula is not considered "sensitive habitat", as it seems that whenever there is a proposal for use of land by humans, the land is considered sensitive habitat.

Well, we have a few landfills that are probably not “sensitive”. But they border sensitive areas. The entire peninsula is a pretty much wetlands or bird habitat, or habitat for other animals. We gotta share. We’ve built on just about ever scrap of land we can without chasing all the flora, fauna, and wildlife away.
