Why do these things happen in liberal & progressive areas such as Palo Alto and Santa Clara county?

Raymond, cities and counties are made up of people. Even though Santa Clara County overwhelmingly elects Democrats, there are still over 200000 Trump voters here! Just because a city or county votes, say, 80% for one party, doesn't mean that each person in the county is 80% Democratic.
