Sad that most of this will just run off into the ocean. CA should be allocating resources to water retention at a state and local level. Statewide, new or improved reservoirs. Locally, encourage rainwater collection at homes, schools, and large commercial buildings. If CA stops the ill-planned high speed rail project, these ideas could be funded.
