Restriction of access to Public Data about schools is "inefficient and undemocratic". Inefficient because the CDE and Local Educational Agencies (LEAs = school districts) are prone to self-assessment bias and usually lack the intellectual depth and stamina of a group like Reardon's at Stanford. Undemocratic because "the people" under the peoples' rule (demos kratos) pay for this public education and therefore have the unfettered (IMO) right to get data access through their various representative professional groups (American Enterprise Institute, American Civil Liberties Union, & other left-center-right leaning independent research institutions)
- If the Howard-Jarvas anti-tax or the MALDEF Latino rights organizations want to get state education data at CDE to research their public policy perspectives - who are the CDE bureaucrats to deny them (or US the citizenry who may want these independent 'research/policy opinions')?
=civic action= the CDE/State Board of Education is under control of statue law passed by the state (legislature + Gov)

The state (= California Department of Education) is reportedly removing this contractual limitation on 'adverse speech' from their research data sharing contracts.
