In a competitive race, all three candidates competing for two seats on the El Camino Healthcare District board ratcheted up spending as Election Day draws near, spending anywhere from $10,000 to $55,000 between Oct. 1 to Oct. 18, according to campaign finance documents filed Oct. 23.
The candidates, who include incumbent David Reeder as well as practicing neurologist Peter Fung and current Mountain View City Council member Margaret Abe-Koga, reported spending between two to three times as much money in the last filing period leading up to the election on Nov. 4.
Fung maintained his lead on campaign spending. So far this year, Fung reported spending a total of $74,731 on his campaign, while Abe-Koga spent $30,166 and Reeder spent $17,333.
Fung received a single, $50,000 contribution from Julia Fung, identified as a retired Sunnyvale resident, which helped to fund the majority of his campaign spending during the filing period. Fung did not immediately respond to the Voice’s query asking if Julia Fung is a family member.
Fung also received some smaller donations from physicians and retired Los Altos and Los Altos Hills residents, including $250 from otolaryngologist Fidelia Butt.
Combined with previous contributions and $23,000 in loans to himself, Fung has been able to outspend his opponents. He spent most of the money on campaign consulting costs, including $49,446 to political consulting and public affairs firm Meridian Pacific, as well as $1,140 to Gravis Marketing. He also spent $4,449 on advertisements in local newspapers.
Abe-Koga has not spent any of her own money to fund her campaign, relying solely on contributions. She reported raising an additional $2,250 in campaign contributions in October, putting her at a total $31,100 in contributions.
Big donors in this filing period include a number of contributions from unions. Abe-Koga received $500 from a local chapter of the electrical workers union IBEW; $500 from Plumbers, Steamfitters & Refrigeration Fitters (PSRF) Local Union 393; $250 from San Jose-based labor union United Food and Commercial Workers Local 5. She also reported a donation of $250 from PG&E.
Abe-Koga spent $19,499 during the filing period, bringing her total campaign spending to $30,166. Her biggest expenditure was over $16,600 for campaign printing services to Pacific Printing in San Jose.
Reeder continues to trail behind other candidates in the healthcare district race, raising an additional $1,000 in the last filing period and spending a little over $10,000. Notable contributors include $200 from former Los Altos mayor King Lear, and Los Altos community volunteer Carol Proffitt.
Reeder reported spending most of his money, around $7,500, on campaign printing services to Pacific Printing.




I hope Fung is not successful in buying this election. I didn’t vote for him. Why send a fox to protect the hen house from harmful foxy predations? Conflict of interest oversights just don’t work.
I fail to see what difference it makes how much any of these people spend on their campaigns. If they get the money legally and people choose to support them, why is the paper making it an issue?
Personally, I prefer an actual doctor be on the board of the hospital, rather than a local professional politician like Abe-Koga. We need fewer professional politicians, not more, and breeding them locally doesn’t help.
@psr With the few hundred this office makes a month, this is not even close to a career. I find it refreshing that someone would take the time to serve the community fighting for our needs, as Margaret has in MV. I agree with Maher that is alarming Fung is trying to buy this election, outspending the other two on family money alone. Dedicated public servants are not the problem in politics, money is.
I was thinking about voting for Fung for his medical background, but these numbers are upsetting to me and encouraged me to do more research. According to online reviews of Fung as a doctor, he is not even a good one (mediocre at best). This is definitely not the qualification I thought it once was. My votes will go to Margaret and David.
Clearly, the Mountain View Voice as in the City Council race has overlooked big spending by outside interests.
Looking at the public FPPC reports, the AFL-CIO (South Bay AFL-CIO Labor Council Committee on Political Education Sponsored by South Bay AFL-CIO Labor Council Expenditure) has spent big money on Abe-Koga yet no mention in the article, in fact over $50000 if my math is correct.
Obviously, a career politician has learned tricks to hide their spending or outside money.

@Helen Thank you for pointing this out. This is hugely concerning – I was not aware politicians use tricks like this to hide their spending. The MV Voice needs to incorporate this into their analysis to paint a more accurate picture.

The latest e-filing indicates $42K extra in spending for Abe-Koga! Who knows how many other groups besides AFL-CIO contribute in this fashion. This easily puts her at top in spending.
I am going to vote for who has the most directly relevant knowledge, not who is good at using political tricks.

Good Catch Helen. My math shows $55,855 additional spending in support of Abe Koga… see below from FPPC filings. Shame on you Mountain View Voice!! Your attempt to smear should count as campaign contributions and be regulated by the FPPC… I would rather have a doctor with real world experience on the health board than a CAREER POLITICIAN supported by labor unions any day. Dr. Fung has been instrumental in making El Camino Hospital one of the most successful stroke treatment centers in the country.
