The Mountain View City Council on Tuesday approved new rules for reprimanding or removing appointed committee members, including those on the city’s Rental Housing Committee.
Under the new rules, any committee member who violates the city’s code-of-conduct policies could be subject to three different levels of punishment. The first two — admonishment and sanction — are a symbolic form of censure, but don’t carry any meaningful penalty. The third and highest punishment would involve the member’s removal from the appointed position.
Council members discussed the technical details of the new rules, but they avoided talking about whether the new rules should used against any committee in particular.
Public speakers were more direct. Trey Bornmann of the city Mobile Home Alliance urged the city to censure members of the Rental Housing Committee.
“The Rental Housing Committee is like Trump’s EPA — people are using their position of power to destroy what they’re sworn to uphold,” he said. “It’s a no-brainer to pass this.”
Exactly what prompted the new censure rules is unclear. One member of the city’s Council Procedures Committee had insisted the rules were prompted by allegations of a conflict of interest by Rental Housing Committee member Tom Means. Other members say the rules were already being considered beforehand.
Didn’t they have a policy in place when that Visual Arts Committee member went on an antisemetic rant a few years ago?
The city council appointed people to the Rent Control committee who were hostile to the committee’s having any “teeth” to deal with the landlords. This ploy (so tRuMPy similar to the conflict of interest appointees he routinely chooses to run any government agency) is a disgrace.
The council needs to fix their fraud and get rid of the problem they designed. Don’t just “censure” … fire them.
This news makes me smile. Now they can remove Tom Means. He is from a bygone era. His actions and speeches show the just doesn’t get how democracy should work in today’s world. The RHC should all be replaced with a functioning committee that actually represents the citizens and the law we passed. It is a disgrace that the California Apartment Association had so much per over MV local politics. They are showing how truly deviatian a lobby can be. I won’t vote for anyone with ties to this group ever again.
And congratulations to the mobile home group. I feel bad that the city has no respect for them. It seems like the RV dwellers get more love than these property tax passing citizens. At least they keep fighting. We all should be so diligent with our elected officials.
Measure V provides for a reasonable rate of return, but RHC hearing is now dominated by special interests lawyers against individual landlords who worked hard to maintain their hard earned assets. Mountain View will become another Berkeley at this pace. The only new buildings going up are built by UC. Just track the cost of managing measure V – which of course is paid for by property owners and not by the renters.

City Council Memners who appointed some rent control board members to undermine the rent control measure have no ethics and no intention of removing or criticizing their own appointees.
I love it when Liberals fight amongst themselves over how to control someone else’s property.
You know, as the apartments are torn down and the rent controlled supply gets tighter, the RHC will get hotter. It’s going to be like watching Popcorn Pop!

Measure V was voted into existence by the people of Mountain View and needs to be supported and upheld by the city council. With the California Apartment Association breathing fire on renters in rent controlled buildings, the rental housing committee must do its job.
