The Livermore City Council appointed Kimberly D. Cilley as the next city attorney during Monday’s regular meeting.

Currently assistant city attorney in neighboring Pleasanton, Cilley has more than 20 years of municipal law experience, including six years previously spent serving the city of Livermore, according to a press release from the city Tuesday afternoon.

Previously, Cilley also served the cities of Mountain View for roughly 14 years and Morgan Hill for nearly two years, according to her LinkedIn page.

“It is a true honor to be back in Livermore to continue serving a community and organization I know well and respect greatly,” Cilley said in a statement. “I look forward to partnering with the city council and staff to not only uphold the city’s ordinances but also to provide thoughtful legal counsel needed to achieve the city’s strategic goals.” 

Cilley is set to start Sept. 29 as the permanent successor to Jason Alcala, who retired last month after more than a decade as city attorney and 21 years with Livermore overall. Cilley had worked as assistant city attorney for Livermore starting in 2017, later rising to senior assistant city attorney.

The employment contract approved by the council on Monday night is for an indefinite term and pays Cilley an annual salary of $315,269, plus a car allowance and health, retirement and other benefits. She will be subject to annual performance evaluations.

“We are thrilled to welcome Ms. Cilley back to the city of Livermore to lead our city attorney’s office,” Mayor John Marchand said in a statement. “Her deep understanding of our organization’s high ethical standards, coupled with her knowledge of our city’s culture and history, makes her an outstanding fit.”

Cilley left Livermore to become assistant city attorney in Pleasanton in April 2024, according to Pleasanton city spokesperson Heather Tiernan.

“During her time with the city, she has been a valued member of the city attorney’s office, contributing her expertise and dedication to serving the Pleasanton community,” Tiernan told the Pleasanton Weekly. 

In the Pleasanton office, she provided counsel on land use, annexation, affordable housing and state housing law, according to Livermore city officials. 

“We congratulate her on her new role as city attorney for the city of Livermore and wish her continued success in her career,” Tiernan said.

Her work has included successfully negotiating housing and commercial projects, revising city ordinances to ensure compliance with state and federal law as well as representing cities in civil litigation, administrative hearings and code enforcement cases, Livermore city officials said in a statement.

She is an expert in land use law including the California environmental quality act, the permit streamlining act, the subdivision map act and affordable housing laws, according to Livermore city officials.

Cilley holds a Juris Doctor from McGeorge School of Law at the University of the Pacific, a bachelor’s degree in political science from the University of California, Santa Barbara, and a land use and planning certificate from UC Davis. She has also participated in leadership development programs including Leadership Livermore, Leadership Pleasanton and the Alameda County Leadership Academy.  

Between Alcala’s departure and Cilley’s start-date, senior assistant city attorney Tara Mazzanti is serving as the acting city attorney – a temporary assignment also confirmed by the council Monday night.
