Three of Mountain View’s top city officials are getting pay increases, with the City Council unanimously approving the raises last week after conducting annual reviews of their performance.
City Manager Kimbra McCarthy, City Attorney Jennifer Logue and City Clerk Heather Glaser are each receiving a 1% “merit” increase in recognition of their work, retroactive to the start of the fiscal year on July 1. The city will also contribute an additional 1% of McCarthy, Logue and Glaser’s salaries into their respective retirement accounts.
The three officials already received a 3% cost-of-living adjustment, consistent with other city employees, at the start of the fiscal year.
Of the three, McCarthy is the highest paid official with a yearly salary of $439,590. McCarthy’s starting salary was $307,000 when she was hired in 2020. Logue’s yearly salary is now $362,807, up from a starting salary of $293,000 in 2022. Glaser’s yearly salary is now $227,464. Her starting salary was $175,000 in 2021.
This year’s merit increases come after the three council appointees did not receive one last year because of budget constraints, according to a 2024 council report.
“All the City Council appointees have provided important and valuable services to the city over the past year,” City Council member Emily Ann Ramos said at the Sept. 23 council meeting.
The additional costs can be absorbed into the city’s current annual budget for the three departments and don’t require an additional funding allocation, the report said.
Correction: A previous version of this article listed the incorrect salary for City Clerk Heather Glaser. The Voice regrets the error.
